At the fifth Central Advisory Council (CAC), Manohar Lal Khattar, Union Minister for Housing and Urban Affairs (MoHUA), launched the unified RERA portal. The rera.mohua.gov.in is a dedicated platform for stakeholders to strengthen market operations transparently. Also, it emphasises sharing best practices amongst States and Union Territories to create a robust business ecosystem.
The housing minister said, “The launch of the unified RERA portal is a major step in strengthening transparency and accountability in the real estate sector. RERA has empowered homebuyers, ensured timely delivery of projects, and infused discipline in the sector.”
The meeting held in New Delhi was attended by Tokan Sahu, Minister of State for Housing and Urban Affairs, Kuldip Narayan, Joint Secretary, MoHUA, and Srinivas Katikithala, Secretary, MoHUA. Others in attendance were distinguished RERA members.
The distinguished RERA members emphasized on creation of a unified RERA portal to create a nationalised database of real estate projects. The said system will prove beneficial to keep homebuyers informed about the latest happenings. It will help them in making an informed decision, parallel to effective policy making, to ensure the laying of improvised metrics in the real estate market.
Since its inception in 2016, RERA has made significant growth and led to transparent operations in the real estate market.
Tokan Sahu, Minister of State, MoHUA, said, “Over the last eight years, RERA has emerged as a transformative reform for the real estate sector. The priority now is faster resolution of homebuyers' grievances and revival of stalled projects so that trust between buyers and developers is further strengthened.”
Like so far, 35 States/UTs have established Real Estate Regulatory Authority. 29 States/UTs have set up Appellate Tribunals, while 27 have appointed Adjudicating officers. Pan-India, 1, 51, 113 projects and 1, 06, 545 agents are registered under RERA. Also, 1, 47, 383 complaints from homebuyers are disposed by the Authority.
Central Advisory Council recommends Standard Operation Processes for Effective Working
The CAC panel also discussed the issue of legacy stalled projects and the implementation of the report of the committee chaired by Shri Amitabh Kant. These recommendations are required to be taken forward by other states as well, where projects are stalled. The council also recommended Standard Operating Processes (SOP) to ensure the effective functioning of Real Estate Authorities, and strengthen RERA for the enforcement of orders, along with a detailed framework to get stalled projects completed.
In the meeting, both ministry officials and RERA chairpersons focused on bringing uniformity in RERA implementation. The council also advised to study and ensure that the Rules, Regulations made under the Act are in consonance with the parent Act.
The Central Advisory Council (CAC) recommended the need to focus on next-generation reforms in RERA. Accordingly, a detailed exercise may be conducted by the Ministry of Housing and Urban Affairs to work out the necessary measures to further strengthen RERA and also to develop the Real Estate sector in consultation with stakeholders.
The fifth CAC meet was concluded with a call for effective implementation of RERA to protect the interests of homebuyers and further strengthen transparency and accountability in the real estate sector.
